The construction techniques of excavating tunnel under shallow cover which is Ⅱ、Ⅲtype surround rocks in city was introduced. “Short excavation, quickly closed, strongly support and frequently measuring” were taken as guidance during construction. The tunnel was excavated separating upper and down parts. The prompt initial support ensured the safe construction.
